Actually, it wasn't a speech, but was an article/opinion column Stein originally wrote for a newspaper. Forget which one, but I read the original article in 1978, cut it out of the newspaper, and carried it around with me for years. Maybe he pushed it out again in 1993, maybe someone else found it and updated. But he did use it as the basis for his book "How Successful People Win: Using Bunkhouse Logic to Get What You Want in Life" (2006). What I find really interesting is that when Stein had the opportunity to give a commencement speech -- at Ithaca College is 2005 -- his actual speech was nothing like the speech he said he would give if anyone ever asked him to. Nonetheless, some of the points are really worth taking to heart.
